interesting. although im not one of those people that believe foreign aid is a bad thing. instead, i believe foreign 'aid'/development as has been administered to date (imf, worldbank, i-ngo's, the un) has been an utter (and complete) waste of resources. im firmly in the camp that reform is needed- in the sense that instead of it being 'west-south' vertical programs it being more of.... shit when i figure this out i'll publish.
